President & Chief Executive Officer

Richard Brady is a Board Certified Environmental Engineer, specializing in water resources planning and in the design, management, and construction administration of drinking water supply projects. His area of expertise includes program management, pre-design, design, value engineering, and start-up services for water treatment plants, pump stations, and reservoir projects. Mr. Brady is the Owner and CEO of BRADY, which he founded in May of 1999.

Mark Owens
Senior Vice President, Director of Federal Programs

Mr. Owens is an MBA with more than 30 years experience in managing federal projects and programs.  His experience as a licensed general engineering and remediation contractor with multiple professional certifications, uniquely qualifies Mr. Owens to oversee BRADY’s federal efforts.  He is also responsible for BRADY’s Small Business Support program.

Crystal Kolland
Director of Finance

Ms. Kolland is financial manager with Fortune 500 firm experience. She is experienced as an accountant, financial analyst and financial consultant to private entrepreneurs and real estate developers. Ms. Kolland is also familiar with accounting practices, policies and procedures for federal contractors, including Deltek platforms. Ms. Kolland oversees all financial programs as well as asset management for BRADY.

Don Whittaker
Vice President, Contracts, Procurement and Project Controls

Mr. Whittaker has more than 20 years experience in contracts management and administration involving large scale federal contracts of a highly technical nature. His experience involves contract management, project programming, electronic procurement, project controls and financial analysis. His responsibilities include the management of multiple databases for resource allocation and organizational conflict of interest issues.

Lee Biggers, PE, SE
Vice President & Senior Principal Structural Engineer

Mr. Biggers structural engineering experience spans more than 40 years.  As a retired Navy Captain, he has been responsible for the structural design of projects totaling over $500M. The spectrum of Mr. Biggers’ covers a myriad of institutional, commercial, industrial, residential, environmental and waterfront applications.

Scott Reilly
Vice President, Director of Construction Operations

Mr. Reilly oversees all construction operations for Richard Brady & Associates, with a specific emphasis in design-build facilities and infrastructure projects for federal and municipal clients. Mr. Reilly has extensive experience with formal and informal partnering, and has significant expertise in conflict resolution for construction and construction management projects.  Mr. Reilly also oversees BRADY’s Energy & Sustainable Development market pursuits.

Karen Collins
Vice President and Co-Director of Environmental
& Remediation Operations

Ms. Collins has more than 26 years experience in managing environmental programs. She is a leading practitioner of the Triad Approach for innovative decision-making using real-time technology. Her experience involves the use of innovative environmental technologies and collaborative planning to fast-track site closeout with high-quality, defensible decision documents.

Tim Shields
Vice President and Co-Director of Environmental
& Remediation Operations

Mr. Shields has managed the Navy’s Site Characterization and Analysis Penetrometer System (SCAPS) West Coast program for more than 10 years, building a reputation for accelerating site closure. He is nationally-recognized as an expert Triad practitioner.  Mr. Shields focus is on developing and utilizing specialized technologies that reduce project costs by accelerating site characterization and optimizing remediation.

Bill Colden, PE
Vice President, East Coast Operations

Mr. Colden has spent the bulk of his career with the Naval Facilities Engineering Command, Atlantic Division. While there, he was responsible for managing the efforts of engineers, contract specialists, engineering technicians, and administrative staff responsible for the administration of construction and facility support contracts in excess of $90M annually.  Mr. Colden oversees our East Coast Operations from our office in Virginia Beach, Virginia.

Sean Manning, PE
Vice President, North Carolina Office

Mr. Manning specializes in civil engineering, with an emphasis in hydraulic facilities, civil and mechanical design, modeling, QA/QC reviews, and civil site plans. His area of expertise is in the preparation of specifications and cost estimates, and in the construction management and inspection of water and wastewater projects. Mr. Manning is based in our Charlotte, North Carolina office.

Brad Anderson
Vice President, San Diego Office

Mr. Anderson is a Vice President for Brady, and the founder and President/CEO of Jet Construction Inc., a Brady company. Having more than 30 years experience in general engineering construction, he has dedicated the last 17 years to infrastructure projects on military installations. His experience includes project on many of the bases in the NAVFAC SW footprint. Construction has been a lifelong practice for Mr. Anderson, who advanced in the industry under the tutelage of his father, who was also a MILCON contractor. The cornerstone of his success is his ability to team, partner and resolve conflicts. Mr. Anderson is a hands-on manager with a proud history of on-time, on-budget performance for the Military.
